 When I think of meter development, to me it implies the improvement of our 'feel' or 'sense' of a particular Time Signature.  It sometimes surprising to find that players get used to working in single time signature, normally 4/4 also referred to as "Common Time".  They struggle playing in anything else.  

  To function in most forms of popular music, be it  Pop, Country, Rock, Metal, Blues, for example, their are handful of popular time signatures that most styles of music are more than likely to be written in, for example,  2/4, 3/4, 4/4, 6/8  & 12/8.  Since, these forms are considered pretty much standard studies, you'll find exercises in our beats / fills sections dealing with the developed of these types of feels.

  Here, we are going to focus on some of the more unnatural &  uncommonly studied Time Signatures, which could include studies on  5/8, 7/8, 5/4, 7/4, 9/4,  9/16, 17/16 &  21/16 for example.  You will most commonly find these types of unusual Time Signatures in instrumental or progressive music, be it Prog Rock, Metal , Fusion or Jazz.
